大学的社会评价机制是保证大学的社会评价活动有效进行,使其功能得以实现的构造及其运行原理。按照内部功能的差异,它可以分为运行机制、动力机制与约束机制。当前,我国大学社会评价机制存在的主要问题是运行不畅、动力不足、约束乏力。完善我国大学的社会评价机制,在运行机制方面,应大力培育教育评价中介机构,加强多元社会评价主体的建设;提升现有大学社会评价机构的专业水平;完善高等教育信息公开和发布制度。在动力机制方面,要确立大学社会评价的地位,激励大学社会评价主体的积极性;给予大学社会评价机构必要的支持,特别是经费支持;加强对评价结果的有效利用。在约束机制方面,应加强评价主体的自我规范;加强法律规制与行业自律;建立健全专门的高等教育评价管理机构。

Social evaluation mechanism of university is the construction and operation principle which aims to ensure the social evaluation activities and processes of university work effectively and consequently achieve its function.According to the difference of function,it can be divided into three pars that are operation mechanism,dynamic mechanism and restraint mechanism.Currently,the social evaluation of university faces many problems that are related to the mechanism,which can attribute to unsmooth operating,poor power and weak constraint.To improve the social evaluation mechanism of university,first,we should foster educational evaluation intermediary and strengthen the construction of multi-bodies of the social evaluation,promote the specialty level of current social evaluation organizations,and improve the higher education information disclosure and dissemination system.Second,we should affirm the value of social evaluation clearly,give certain fund support to the assessment organizations and strengthen the utilization of evaluation results.Third,we should strengthen self-discipline of evaluation subject,enforce the laws and self-discipline,establish and perfect the specialized social evaluation management institution of higher education.
