美国城市委员会制与顺德市政体制的比较研究

Comparative Study between American City Council System and Shunde's Municipal System

美国城市委员会制经历了长期反复的探索和实践,有很强的实用性,将其与顺德大部制改革后的市政体制进行比较发现,美国城市委员制对顺德市政体制改革发展有四点启示:进一步优化行政机构及领导职位设置;进一步加强外部监督,建立群众表达诉求的机制;进一步推动民主改革;建设中国特色社会主义市政体制。

This paper makes a comparative study bewteen the American city council system and Shunde's municiple system.The results reveal that the American one has a long history and highly practical,which gives many insights to its Chinese counterpart in contructing a city council system with Chinese socialist characteristics,such as: 1) optimizing the administrative structure,inlcuding the leadership;2) strengthening the monitoring mechnism by establishing a channel for people to voice their appeal;and 4) furthering the democractive reform,etc.
