In the 12 years while Putin served as president and prime minister, he has formed a unique economic outlook. The main features are to ensure that economic growth is the priority of the national management, to share the dividend of economic development with tile national, to promote economic development paradigm shift and emphase the import substitution, to vigor- ously promote development and construction strategy in Far East and Siberia.
