长大公路隧道火灾事故专项应急预案编制

Working-out special emergency response plan of long and large road tunnel fire accidents

针对国内公路隧道应急预案可操作性差、实用性不强的问题,在总结国内外公路隧道安全管理经验的基础上,以广东增从高速公路凤凰山特长隧道为例,提出长大公路隧道火灾事故专项应急预案的编制流程、核心要素和主要内容,介绍火灾事故及化学危险品泄漏事故现场控制处置措施。预案的制定应充分做好准备工作,并在事故应急处置或消防演练后修改完善。

Aimed at the poor maneuverability and practicability of road tunnel emergency response plan domestic, based on do mestic and foreign road tunnel management experience, with the example of Fenghuang Mountain road tunnel, the emergency re- sponse plan working-out process and core elements and main content of long and large road tunnel fire accidents were put forward. The measures of on-site control about the fire accident and chemical hazard accident were introduced. The preparation work should be done adequately before the working-out of e- mergency response plan, and the plan should be modified after drilling or trouble removal.
