在比较研究德国水资源管理成功典型湖区、流域的基础上,从管理模式、组织形式、技术措施等方面进行分析和总结;结合德国水资源管理经验,依据鄱阳湖生态经济区的实际情况,从水资源管理的基础、水资源管理方式、水资源管理保障、公众及利益相关者参与等方面探讨鄱阳湖生态经济区水资源管理的具体措施。

By comparative research on German successful water resources management in some typical Lake Districts and watershed basis,the paper analyzes and summarizes German water resources experience from the management,organization,technical measures and other aspects,and proposes water management countermeasures of Poyang Lake Ecological Economic Zone based on the actual situation to promote the management way,policy and water resources protection of water resource and the public and stakeholders participation.
