公立医院经营权与所有权分离改革实践与思考

摘要 本文回顾了10年来公立医院经营权与所有权适当分离(两权分离)改革的实践,以及在实行现代化医院管理推进制度化建设,深化人事、分配制度改革实行推行全员聘用,健全监督制约机制,保障改革平稳实施的做法。分析了改革中的存在问题。并就健全公立医院财政补偿机制、创新公立医院的管理体制、全方位赋予院长自主经营权、建立灵活的分配激励机制、健全监督考核机制几方面进行了积极地探讨,提出了进一步深化公立医院改革的对策与措施。 This article has reviewed past ten years' practice regarding reforming separation of the public hospital's management and ownership (separation of two powers), as well as the routine regarding realizing building up the modern hospital management system and promoting institutionalization, and deepening the reform of personnel and distribution system, viz, carrying out employment system, improving supervision mechanisms to protect the reformation being implemented smoothly. It has also analyzed the existing problem during the reformation. This article has discussed the following issues: improving public hospital's financial compensation system, improving monitoring and examination system, and so on. It has provided the strategies and measures for further deepening the reformation of public hospital.
