提升我国城市政府环境灾害应对能力的路径研究

A Research on the Paths of Advancement of Government’s Capacity in Coping with Urban Environmental Hazard in China

环境灾害的频繁发生,已成为当前阻碍我国城市经济社会发展进步的巨大病源。本文从政府职责、和谐社会的构建及可持续发展三方面分析提升城市政府环境灾害应对能力的必要性,从而提出了提升我国城市政府环境灾害应对能力的四条路径:一是培育正确积极的灾害意识;二是健全灾害法律制度;三是有效实施科技减灾;四是完善政府为主导,多主体参与的灾害应对体系。

The frequent occurrence of environmental hazard has become a huge resisting force for social and economic development and urban advancement in China. This paper analyzes the necessity of advancing government＇ s capacity in coping with environmental hazards from the perspectives of the government responsibility, the construction of harmonious society and sustainable development. It puts forward four paths： （1） cultivating correct and positive hazard consciousness; （2） improving the legislation of hazard prevention and relief; （3） mitigating the possibility of hazard effectively by the implementation of science and technology; and （4） improving the coping system of hazard based on government leadership and multi-agent involvement.
