浅论教学服务型大学的若干问题--兼论地方院校和民办高校的发展定位

On Issues of Teaching-service-oriented University——Concurrently on the Development of Local University and Private University

教学服务型大学是在尊重高等教育规律的基础上,以现代服务理念为指导来配置办学资源和运行、管理的教学型大学。将"教育服务"、"服务科学"和"服务经济"作为教学服务型大学的基本理念,是现今教学服务型大学概念的新内涵。根据我国地方院校和民办高校的办学实际,将其定位为教学服务型大学应更准确。构建教学服务型大学需确立服务理念,转变办学指导思想;明确服务面向,掌握服务主动权;抓住服务"主业",构建"服务型"人才培养模式;完善学校职能,拓展学校的服务空间;加强队伍建设,提升服务能力;优化组织流程,提高服务效率。

Teaching-service-oriented university refers to a type of teaching university, which allocates teaching resources, runs and manages itself on the basis of modern service concept, following the law of higher education. It is a new trend that the concepts of ＂education service＂, ＂serving science＂ and ＂serving economy＂ have been adopted as the ideals of modern teaching-service-oriented university. According to the current performance of local universities and private universities, it would be more accurate to define them as teaching-service-oriented universities. To construct a teaching-service-oriented university, the following methods are the top priorities： establishing the concept of teaching service and transforming the guidelines for university management; clarifying the subjects, taking the initiative; keeping the focus on the main tasks; building a ＂service-oriented＂ talent training model; perfecting university functions and expanding the service areas; strengthening the construction of university faculty and refining the service; optimizing the organizational process and improving the service efficiency.
