摘要
2011年,我国经历了自2004年以来的最大一次"电荒",其成因很多,但电价不合理是导致此次电荒的最主要原因之一。分析了电价水平不合理和电价机制不完善对电荒的诱导性作用,并从价格改革方面提出了继续完善煤电价格联动机制、对电煤价格实施科学调控、完善各类电源上网电价政策和跨区跨省电量交易价格机制的应对措施。
In 2011, China experienced the most serious ＂electricity shortage＂ since 2004. Many reasons can account for the shortage, but the unreasonable price is one of the major driving factors. This paper analyzes the inducing effects of the inappropriate pricing mechanism and the imperfect price level on the electricity shortage, and puts forward corresponding measures to conduct price reforms, including continuing to improve the price linkage mechanism of coal and electricity, implementing scientific regulation and control of the price of the coal for power generation, and optimizing the policies for the on-grid prices of all kinds of power sources and the trans-provincial and trans-regional power trade.
