Constructing Laws of Civil Livelihood: New Requirement of Civil Livelihood Development for China's Legislation

把民生理念融入法治之中,构建民生法治,既为法治发展注入了新的活力,也对我国的法治建设提出更高更新的要求。加强民生法治建设,必须充分发扬民主,确保民生立法的科学性、民主性和公平性;政府要切实履行职责,坚持依法行政和公正执法,为改善民生提供切实保障;司法机关应当从保护民生权利、救济民生利益的角度进行理念设计和制度安排,不断提高司法保障民生的水平。

Constructing laws of civil livelihood by integrating concept of civil livelihood into legislation infuses new animosity into the development of legislation and raises newer and higher requirements for Chi-na＇s legislation. Constructing laws of civil livelihood demands developing democracy fully and ensuring the legislation of civil livelihood be scientific, democratic, and fair. Government should assume its responsibil-ity earnestly and administrate according to the law and execute the law fairly so as to offer practical safeguard for improving livelihood. Legislative authorities should design their concepts and arrange their sys-terns in terms of protecting livelihood rights and relieving livelihood interests and continuously enhance the protection of legislature over livelihood.
