创新农村社会管理体制的本质是处理好国家与农村的关系。在传统自然村落、人民公社、村民自治和农村社区建设时期,国家与农村关系呈现不同特征,农村社会管理体制也不同,农村公共服务供给绩效差距显著。当前,必须重塑国家与农村的关系,建设农村社会复合体,形成农村公共服务供给合力,实现"基本公共服务均等化"。
