中国完善境外国有资产监管问题研究

How to Improve the Supervision and Management of China's State-owned Assets Overseas

文章认为,世界经济迟迟没能走出经济危机的阴影,国际众多知名企业面临种种经营困难,这为我国企业进行国际扩张提供了良好的介入机会。事实上,近几年我国许多国企加快了境外投资的步伐,对外直接投资流量年增长率保持在两位数以上。随着境外投资规模的不断扩大,越来越多的国有资产暴露在各种风险下。如何在进行国际扩张的同时,完善境外国有资产的防控和监管问题就日益紧迫起来。为此,文章建议加强境外投资立法、建立境外投资保险制度、完善问责机制和加快培养国际化人才等,防控和监管我国境外的国有资产的安全。

The world economy can＇t get out of the shadows of the economic crisis,many international famous enterprises confronted with various business difficulties,that provides good buying opportunities for many of our enterprises expecting international expansion.In fact,in recent years,many of the state-owned enterprises in China speed up the pace of the overseas investment,so foreign direct investment keep double-digit growth rate yearly.But followed with the constant international expansion is that more and more of the state-owned assets exposed in all kinds of risk.So how to improve the control and supervision of state-owned assets abroad is such an urgent task when Chinese enterprises go abroad.
