On the Problems of Nuclear Energy Sustainable Development——Based on the Model Building of Global Commons Governing

文章从公共事物治理理论出发,构建全球性核能可持续利用的研究框架,探讨全球性核能安全与和平利用的经济治理问题;构建核能治理国家博弈模型分析了这种治理的可能性,利用经济系统机制设计原理对核能治理的理论依据、框架、治理原则和治理制度设计方面进行深入研究,表明全球不同国家对核能合作的治理的机制是最好的制度安排,同时也为后续的对核能共同治理问题的实证研究提供研究依据。

From Commons Governing Theory,the global sustainable utilization of nuclear energy research framework and theoretical model are constructed,and then the global nuclear security and the peaceful use of economic governance problems are discussed.Through the construction of nuclear energy state game model to analyze the possibility of the governing,use of economic system mechanism design principle for nuclear energy governing of the theoretical basis,frame model principle,control principle and governance system design to research.Results show that the common governing mechanism of different countries global for nuclear power is the best system arrangement,also for the follow-up to nuclear energy common governance problem empirical research provides research basis.
