建筑节能中“软政策约束”问题成因及对策

Reasons and Countermeasures about"Restraint of Soft Policy"in Building Energy Efficiency

针对目前建筑节能法规政策实施中存在的问题,提出建筑节能管理中存在"软政策约束"问题。对"软政策约束"问题的成因进行分析,建立"软政策约束"模型,并对模型进行分析。指出完善建筑节能法规及制度,推进建筑节能管理机构改革和人员素质提高,并建立独立机构对建筑节能管理部门进行督察,是解决建筑节能中"软政策约束"问题的有效办法。

In accordance with the problems in the implementation of regulations and policies about building energy efficiency,this paper points out the problem about＂the restraint of soft policy＂.The causes are analysed.A model is stablished and an analysis is given out.This paper points out some effective ways to solve the problem by improving the building energy efficiency laws and systems and by promoting institutional reform and building energy management to improve the quality of personnel,and by establishing an independent agency to conduct building energy management inspect.
