摘要
基于对桔镇干部晋升过程的考察,我们发现,镶嵌于差序格局社会关系中的基层政府无法将公共规则抽象化、一般化,从而产生了乡镇干部晋升中的关系运作。但关系运作的持续后果会使官员对关系的认同胜于对公共规则、公共理念的认同,进而使制度运作丧失其道德信念层面上的"基础秩序",显现出权宜性和随意性。
Based on the case of the Orange Township' Officials promotion,We found that the local government can not comply with the public rules in the differentiated model association,resulting in the operation of private rules based personal relationship.The Continuing consequences of the operation of private rules is the loss of moral beliefs,which cause the strategy principle to become the basic logic of the operation of local government.
