21世纪中国水利面临的十大挑战

China's Water Conservancy Faces Ten Challenges in 21st Century

从对历史的回顾和对现状的分析，预测中国水利在２１世纪将面临一系列挑战。挑战来自以下１０个方面，即人口的增长、经济的快速增长、水的需求增长、粮食需求的增长、水利工程失修、北方水资源短缺、科技和管理水平低、面临社会主义市场经济、管理体制的分割、全球气候的变化等都会给水利工作带来很多问题，２１世纪的中国水利必须解决这些问题，才能保证水资源的可持续利用，满足社会经济可持续发展的需要。

From historical review and present situation analysis, a series of challenges which the China's Water Conservan- cy will face, are predicted. The Challenges come from the following ten aspects: the population growth; rapid growth of encono- my; growth of water demand; growth of grain demand; disrepair of water conservancy projects; shortage of water resources in the northern part of China; lower in scientific, technical and administrative levels; facing socialist market economy; separation of administration system; changes in global climate, etc. All of these will bring much problems in water conservancy work. These problems which the China's water conservancy will face, must be solved in 21st century. Thus, the sustainable utiliza- tion of water resources will be guaranteed, and the demand of sustainable development of social economy can be satisfied.
