摘要
简要回顾了 2 0世纪中国水利排灌事业的发展历程 ,且从全球性水资源匮乏的角度 ,对 2 1世纪我国水利排灌事业的发展趋势进行了思考。从近年的洪、涝、旱灾害的特点和对人民生命、财产造成损失的严重性出发 ,提出了以人为本的水利排灌工作 ;从水资源的综合利用出发 ,提出了以资源为本的水利排灌工作 ;从水污染和水土流失的严重性出发 ,提出了以环境为本的水利排灌工作 ;从市场经济的角度出发 。
The paper presents a brief history of water conservancy and irrigation and drainage in China, then consider over the 21st century's water conservancy and irrigation and drainage. From the fact of water shortage worldwidely, it was brought forward that the work of water conservancy and irrigation and drainage should be based on person, water resource, environment and market.
