现代环境服务业集聚区规划方法探讨——以华南环境服务业集聚区规划为例

Discussion on the Planning Methods of Modern Environmental Service Aggregation Zones–An Example of the Planning of the South China Environmental Service Aggregation Zone

"十二五"时期,我国环境服务业将迎来大发展。在这一背景下环境服务业发展的重要模式和载体一服务业集聚区的建设在我国刚刚起步。本文在借鉴环境规划、服务业集聚区规划编制方法的基础上,提出了环境服务业集聚区的规划方法和步骤,并对优势分析、功能定位、主导产业、建设目标、建设思路等八个规划关键性问题进行了分析。以环境保护部批准试点建设的第一个环境服务业集聚区—华南环境服务业集聚区建设规划为例,详细探讨了上述规划方法在该案例中的具体应用,以期为环境服务业集聚区规划方法的研究提供借鉴。

In the period of the Twelfth Five-Year Plan,the environmental service industry in China will have a great development.Against this background,the construction of service aggregation zones,which are the important model and carriers for the development of the environmental service industry,has just started in China.Based on the preparation methods of environmental planning and service aggregation zone planning,this paper gives the planning methods and steps of environmental service aggregation zones,and analyzes eight key planning issues including the advantage analysis,the function orientation,the leading industry,the construction objectives and the construction philosophy.Giving an example of the construction planning of the South China Environmental Service Aggregation Zone,which is the first environmental service aggregation zone approved by the Ministry of Environmental Protection for pilot construction,we discuss the specific application of the above-mentioned planning methods in this case in detail so as to provide lessons for the studies on planning methods of environmental service aggregation zones.
