我国中小企业产业集群升级过程中地方政府行为的研究

Study of the Behavior of Local Government during the Upgrading of Chinese Industrial Cluster of SME

产业集群作为一种产业的空间组织方式,在促进区域经济发展方面所发挥的作用日益得到认可。但技术水平低下、价值链低端化、内部产业链畸形化、恶性低价竞争等现象在我国的中小企业产业集群普遍存在,极大地制约了集群竞争优势的发挥。要保持产业集群的持续竞争力,推动产业集群升级是必然的选择。在此过程中,政府的作用不可或缺。本文从"市场失灵"的角度探讨了地方政府参与中小企业产业集群升级的理论依据,阐述了地方政府在集群升级中应承担的主要职能,并从加大公共产品与服务供给、构建集群创新网络、引导集群嵌入全球价值链、构筑多元化投融资机制、实施区域品牌战略等几方面提出了地方政府促进我国中小企业产业集群升级的策略。

As a space structure form of industry, the role of industrial clusters in promoting regional economic development has been widely accepted. But competitive advantages of the clusters were greatly restricted because of the common existence of lagged technology, deterioration of value chain, abnormal inner industry chain, low cost competition and other factors. To keep sustained competitiveness of industrial clusters, it is a necessary choice to promote the upgrading. The role of government is indispensable in the process. This paper discussed the theoretical basis of government participation in the upgrading of industrial clusters of small and medium-sized enterprise from the perspective of ＂market failure＂, described the main function of government, proposed the to promote the upgrading of Chinese industrial clusters of SME for government from increasing the supply of public goods and services, constructing innovation network, booting clusters to embed in the world value chain, exerting regional brand strategy and constructing diversifying mechanism of investment and financing.
