基层政府服务力评估模式研究

A Study of Grassroot Government Service Ability Evaluation

当前我国政府绩效评估存在忽略成本甚至不计代价的非持续性发展的评估模式,严重影响了绩效评估的公信力。本文创建基层政府服务能力评估指标体系,优化评估方法,运用基层政府服务力指数法,从纵向、横向把基层政府的服务能力全方位地展示出来,使基层政府自身以及上级政府能全面、客观地掌握基层政府的服务能力,为进一步推动基层政府改革提供依据。

There are many problems in county government performance evaluation at present,esp.the unsustained development assessment model that neglects the costs and even not count any cost,which have seriously affected the public credibility of performance evaluation.This paper creates an index system of grassroot government service ability evaluation,optimizes assessment methods,displays its service capabilities in all directions from the vertical and horizontal angles and makes grassroot government itself and its higher government fully and objectively grasp the service ability,so as to promote the experimental work of provincial government directly managing grassroot governments.
