摘要
行政评价是源自行政系统内部对行政活动作出的自我评价,通过行政评价可以衡量行政行为的好坏。行政评价的结果伴随着奖励与惩罚,以此来激发行政主体的自我规范和自我约束意识,实现行政主体的自我纠错和自我提高。行政评价作为行政自制理念的实践机制,是在行政自制的框架下构建行政系统内部的评价体系,通过在源头上遏制行政行为的违法或不当,有效地对行政权进行规范。
Administrative evaluation acts from the inside of the administrative system to evaluate the administrative activity,and makes the evaluation results real and effective when reflecting the performance of administrative activity.The results of the administrative evaluation along with reward and punishment.This system can stimulate the consciousness of the administrative organ to take action of self-regulate and self-control,which leading to the achivement of self-error correction and self-improvement.Administrative evaluation system as the practice mechanism of administrative self-restraint,is an evaluation system under the framework of the administrative self-restraint,can effectively regulate the executive power.
