The railway reform and development in 1999 are summed up in an all-round way. The situation confronting the railway sector is analyzed and the general requirements and the emphasis of the work in the year 2000 for the entire sector are planned. It is pointed out that the restructuring should be pushed forward, the results of turning losses into increased profits be consolidated and expanded, the achievements of railway construction be further created and the capability of technology innovation be increased so as to make the overall modernization of railway construction be pushed to the new century.
