区域战略性新兴产业选择过度趋同问题分析

A Study on Excessive Convergence in the Choice of Regional Strategic Emerging Industries

在对区域战略性新兴产业选择的考察中,感到存在选择不够成熟、区域之间产业选择过度趋同等问题。其产生的原因:一是对区域战略性新兴产业选择论证研究和比较分析不够充分;二是对战略性新兴产业缺乏辩证思维,对其风险性认识不足;三是区域自我选择,没有进行区域之间统筹协调。为克服这些问题,需要从技术经济层面设计建立模型,实施科学选择评价、比较分析,择优弃劣。需要从政策对策层面完善若干机制:搞好顶层设计,优化立体资源配置,完善区域统筹协调机制;发挥市场作用,改革完善市场调控机制;确立辩证思维,建立风险分析评估机制;创新管理体制,健全支持与调控相结合的管理体制机制;完善相关政策措施,实施鼓励与限制相配套的政策调控机制。

Through a careful examination of the choices of regional strategic emerging industries, a couple of problems are manifest, particularly the lack of thorough consideration in choices and the excessive convergence in choices across re- gions. It can be attributed to three major causes ： firstly, lack of empirical and comparative study on the choices of regional strategic emerging industries;secondly, lack of dialectical thinking and risk assessment on strategic emerging industries; thirdly,lack of co - ordination among different regions. In order to solve these problems,it is necessary to do the follow- ing. From the perspective of technological economics, a model should be designed, and a scientific evaluation as well as a comparative analysis of choices should be conducted. From the perspective of policy , a number of mech- anisms should be improved. To begin with, the co - ordination mechanism should be improved by way of improving top - level design and three - dimensional allocation of resources. Another mechanism that needs to be improved is that of mar- ket regulation and control. Besides,risk analysis and assessment mechanism should also be improved with the help of dia- lectical thinking. Management mechanism is an area that especially needs improvement by combining support and regula- tion. Finally, policy regulation and control mechanism should be improved by fusing stimulation and restriction.
