从提高高校办学质量对高等教育投资与管理机制模式产生影响的分析入手,阐述了新形势下强化高等教育投资与管理模式选择的重要性,提出了建立以绩效评估体系为依托的多元化投资模式、生均拨款为核心的财政投入模式、以政府为主导的高校扶困助学体系和以政府为调控的高校债务风险化解机制等模式选择的重点措施。

The paper started from the analysis of the impact of higher education investment and the mode of management mechanism caused by improving the quality of university,described the importance of strengthening options and reform of higher education investment and the mode of management mechanism in the new situation.Then the article proposed the measures of the selection of establishing the diversified investment mode relied on the performance evaluation system,the financial investment mode with the core of the students funding,the system of countering poverty and helping students led by the government and the colleges＇ mechanism to resolve the risk of debt controlled by the government.
