四川与中部省区的差距与思考

The Gap between Sichuan and the Provinces in the Central China and the Consideration

本文认为，四川在农业产业化方面与河南的差距．在工业发展方面与湖北、安徽的差距，在资本市场发展方面与湖南的差距，在高新技术产业、高新技术开发区、高校背景企业上市、产业结构调整和支柱产业培育方面与湖北的差距，在利用外资方面与武汉的差距，无不使人忧虑。面对这种局面，需要采取多方面的发展战略，包括培育支柱产业、工业化、资本市场、引进外贸、农业产业化、城市化等等。笔者建议，四川在探讨发展战略中应仔细研究中部省区的作法，将推动高校院所（包括军工科研院所）背景的企业上市作为２０００年的重点，作为重损四川经济的突破口，而且定出上市公司的数量考核目标。笔者认为，抓住西部大开发的项目机遇，这是及时的，正确的，但在定位２０００年为项目年的重要性时，四川还需要尽快解决自身的结构调整问题、体制机制转变问题、产业竞争实力问题以及最广大人口农民的脱贫和富裕问题。

The authors say that there exist gaps between Sichuan and Henan in industrialization of agriculture; between Sichuan and Hubei and Anhui in industrial developments between Sichuan and Hunan in the development of capital market; between Sichuan and Hubei in hi tech industries, hi -- tech development zones, listed companies with university backgrounds, industrial structure adjustments, and fostering the support industries; between Sichuan and Wuhan in using foreign capital. All the above gaps are worrying. According to the situation, many development strategies should be adopted including breeding pillar industries, industrialization, capital market, introducing foreign capital, agricultural industrialization, urbanization, and so on. Sichuan should carefully study the practices of the central provinces, and emphasize on getting the companies with universities, institutes, or war industry institutes backgrounds listed in 2000. It should be the breakthrough of rallying Sichuan's economy and the amount examination goals should be decided. The authors argUe that, Sichuan grasping the projects opportunities in developing the west region is timely and correct, but Sichuan should also resolve its own problems such as adjusting the structure, transferring the system and mechanism, industrial competitive abilities, getting the peasants walk out poverty and become prosperous when Sichuan holds the importance of the year of projects in 2000.
