安徽省矿产资源管理政策体系的分析与评价

An Analysis and Evaluation of Mineral Resources Administration Policy System in Anhui Province

从分析安徽省现有矿产资源管理政策体系入手,评析了安徽省矿产资源管理政策的运行状况,指出矿产资源的管理成效显著,但管理政策在执行过程中也存在着一些问题。认为现有政策的成功之处在于:依据省情建立了较为完备的矿产资源管理政策体系、通过颁布相关规划有力地调控和引导着资源的开发利用,而不足之处主要体现为现有政策对勘查融资、矿业权市场、矿产资源税费、企业技术变革、外部资源利用等方面的促进作用不明显。最后,在分析与评价的基础上,构建了安徽省矿产资源战略及政策。

Through analyzing the existing administration policy system of mineral resources in Anhui province, this study evaluates the operational state of the administration policy system. It is pointed out that the administration result is remarkable but there are still several problems in the implementation. Then, it is considered that the success of the policy is to establish a complete administration policy system of mineral resources, and forcefully regulate and guide the exploitation and utilization of mineral resources by enacting relative plans. The deficiencies are embodied in geological survey financing, mining rights market, mineral resources tax or fee, enterprise technological progress and utilization of overseas resources in which their facilitation of policy is unobvious. Finally, the authors construct the strategy and countermeasure system of mineral resources utilization in Anhui province based on above analysis.
