秦岭林区实施天然林保护工程若干问题的思考

A Study on the Problems of Implementing Natural Forests Conservation Programme in Qinling Forest Area

分析了秦岭林区森林资源的现状、特点 ,指出了秦岭林区实施天然林保护工程面临的主要问题是 :( 1 )职工下岗与合理安置问题 ;( 2 )森林资源的保护与发展、培育与利用的矛盾 ;( 3)资金投入与生态效益补偿机制问题。并提出了解决这些问题的若干对策。

Analysed the present situations and characteristics of forest resources in the Qinling Mountains, and pointed out main impedimental factors on implementing natural forests conservation programme: (1)The problem of workers laid off and re employment; (2)The contradictions between conservation and development, cultivation and utilization of forest resouces; (3)The problem of investment and ecological benefit compensation. Meanwhile, a series of counter meatures were put forward for resolving these problems.
