中海油惠州炼化二期项目事故状态下事故水环境污染及海上溢油风险应对措施综述

The Countermeasures of Water Pollution and Oil Spill Risk in the Condition of Accident

中海惠州炼化二期项目是国内最大的炼化一体化项目之一,在生产过程中实现环境友好,保证环境不受污染,不仅是企业的经济责任还是企业应尽的社会责任。文章重点论述了在事故应急状态下,惠州炼化二期项目在陆域采取的"三级防控措施",码头采取的应急关断措施,海上溢油采取的"三级布控措施",有效控制事故状态下事故水的流向,避免事故水外溢,污染环境;针对海上溢油的突发事件,通过三级布控,有效的资源配置,及时控制溢油所造成的海上污染。通过本文的论述,不但对即将建设的中海惠州炼化二期项目的建设有积极作用,对其他濒海的石化企业避免事故水环境污染及海上溢油应急处理也有指导意义。

Huizhou refinery project phase two is the largest refining integration projects, in the production process to achieve environmental friendly, ensure nopollution to environment, is not only the economic responsibility and enterprise social responsibility. This paper focuses on the emergency state, Huizhou refinery project phase two taken＂ Three Prevention＂ in land, take emergency shutdown measures in the dock, take＂ three control measures＂ to control oil spill, to effectively control the accident water flow, for marine oil spill emergency, through three levels of control, and effective allocation of resources, to control the oil spill and ease the pollution of the sea. This paper has guiding significance, not only for the upcoming construction of CNOOC refinery in Huizhou two project construction, to other coastal petrochemical enterprises to avoid the accident of water pollution and marine oil spill emergency treatment.
