历史街区保护开发中的居民利益问题及对策分析——以张家口堡子里历史街区为例

堡子里是张家口的发源地,世代居于此的居民对传承张垣文化,保留张家口地域特色发挥着重要作用。在保护开发历史街区过程中由于忽视居民切实利益造成了许多问题,解决这些问题的有效途径是堡子里历史街区保护开发与居民受益双赢机制的构建:将社区发展纳入到历史街区保护开发规划;规划内容反映居民需求;构建居民参与机制,凸现居民主体地位。将居民切实利益纳入历史街区的保护开发,居民有了投身于历史街区保护开发的内在动力,将为历史街区保护开发注入不懈的力量源泉。
