中国目前的经济过剩仍属低层次的结构性过剩 ,在一般个人消费品过剩的情况下 ,公共消费品 (包括自然生态环境在内 )严重短缺 ,资源浪费、环境污染和生态破坏的情况相当严重 ,因此启动经济应注重加强公共基础设施的建设 ,同时必须高度重视节约资源、有效利用资源和保护环境、维持生态平衡。在消费政策上应强调建立可持续发展的、结构不断优化的适度消费模式。合理的消费模式和适度的消费规模将更有利于社会经济的持续增长。

At present the overproduction is of low level structure.It characterizes a glut of personal consumer goods and a shortage of public consumer goods.The problems of wasting natural resources,environmental pollution and ecological deterioration are serious.Therefore the urgent problem is to economize resources,use them effectively and protect environment and to keep ecological balance.The consumption policies should emphasize a moderate consumption mode which is compatible with sustainable development,and its structure is continually optimized.
