深化营林体制改革 加快改善生态环境的进程

Deepening reformation of the silvliculltural system and promoting the process of ecological environment improvement

针对目前白城市生态环境状况及营林体制改革进程进行了分析 ,认为要加快改善生态环境进程 ,进一步改革营林体制已势在必行 ,提出了改革意见 :宜林地以“卖”字当头 ;造林与农户责任紧密挂钩 ;提倡股份造林 ;全面实行合同管理 ,司法公证。

The ecological environment of Baicheng City and the system reformation of silviculture were analyzed in this paper. Promoting the improvement process of ecological environment and deepening the system reformation of silviculture were consideredas essential work. Several suggestions were put forward as following: (1)denuded plantable land should be sold; (2)afforestation should tightly relate to responsibility of farmer; (3)share-holding system should be introduced into afforestation; (4)contract management system should be put into practice and legal notarization is essential.
