开展基层党建创新立项是高校推进基层党建工作创新的一大创举,它有利于增强党员队伍的生机活力,有利于发挥党员的先锋模范作用,有利于推动学校科学和谐发展。文章从基层党建创新立项的内涵出发,从基本原则、管理体制、制度设计、立项程序等四个方面设计了高校基层党建创新立项的基本框架,并提出了推进基层党建创新立项的"四个注重"。

The paper presented the connotation of innovation projects to develop Party building on the ground level, designed the framework of setting innovation projects from four aspects, which are fundamental principles, the management system, system design, and the project-setting procedure, and proposed ＂four emphases＂ to promote project-setting in Party building on the ground level.
