北京市公立医院与社区卫生服务机构的协作机制探讨

Collaboration Mechanism between Public Hospitals and Community Health Service Institutions

公立医院与社区卫生服务机构的分工协作,是解决居民看病难、看病贵问题的关键所在。在当前深化医药卫生体制改革的背景下,在北京市因地制宜探索开展多种形式的公立医院支援社区卫生服务机构的适宜模式,建立和完善具有可持续性的公立医院支持社区卫生服务的长效工作机制,可实现卫生资源的合理利用,既有利于居民整体健康水平的提高,又有利于推动人人享有基本医疗服务目标的实现。本研究在分析国内外基层医疗机构的协作现状及存在问题的基础上,初步探讨北京市社区卫生服务机构与公立医院的协作模式及协作内容,以期为公立医院与社区卫生服务机构未来的分工协作找到有效的切合点,为协调机制及管理模式的建立提供理论支持,从而推动两类机构之间形成利益一致、定位不同的医疗服务网络。

The division and collaboration between public hospitals and community health service institutions was the key point to solve the difficult and expensive phenomenon of medical treatment. In the current context of deepening health system reform, the appropriate collaboration models and the long-term working mechanism between public hospitals and community health service institutions should be established to achieve the goals of rational use of health resource, improving the overall health of residents, and promoting universal access to basic medical services. On the basis of the current status and problems of collaboration between domestic and foreign primary health care institutions, this study aimed at finding effective junction and providing theoretical support for the two institutions to erect the health care network ,which shared the same interest and the different location.
