摘要
90年代将是地质体制改革决定成败的关键十年,摆脱改革困境之道需要寻求改革理论上的突破。作者根据近几年地质经济报刊上的文章观点及所接触到的有关改革的思想反映,提出从两大方面寻找改革的理论突破:一是对十年改革进行回顾性研究,肯定成绩,检讨不足以取得对改革的共识;二是对改革所涉及的几个经济理论问题进行深入探讨。研究和探讨这两个方面的问题需要贯穿一条思想红线,即是要寻求地质体制改革中计划和市场如何进行有机结合之道。
The 90' will be a critical decade for the fate of geological restructuring. What we should seek for to overcome the existing difficulties is a theoretical breakthrough in the reform. Based on the opinions and ideas expressed in various articles on geo-economics published in recent years, as well as from personal exchange of views, the author thinks such an attempt may be proceeded in two respects: 1) to make a review of the past decade of reform, affirming the achievements and finding out the inefficient factors for the purpose of obtaining common understanding; and 2) to make a thorough sutdy and discussion of several economic theories involved. While do so, a guideline shonld be followed, that is,to seek for an effective way to integrate planning with market in the current geological restructuring.
