随着城市化进程加快,上海外来劳动力结构发生了新变化,在流入地长期居住的特征日益明显,要求融入上海的诉求也比以往更为强烈。同时,上海社会经济可持续发展也离不开充足、稳定的普通劳动力供给。相对于高学历、高资产、高收入的"外来人才",目前上海在人口融入制度设计中,对"外来普通劳动者"的权益保护关注度不够,存在公平性的瑕疵。通过调查研究与对政策梳理分析,提出完善融入机制、公平对待长期在沪定居外来普通劳动者的政策建议。
