2012年,受宏观环境影响,上海区(县)投融资工作面临诸多困难,本文深入分析了这些困难的主要成因,提出了投融资模式,破解投融资困难的主要对策:区(县)编制系统性投融资规划,统筹资金供需;创新多元化、系统化融资体系;改革和做强投融资平台,提升可持续融资能力。

With the impact of macro environment, Shanghai＇s financing situation faced many difficulties in 2012. This article analyzed the main reason of this phenomenon and put forward the measures to crack the difficulties of investment and financing. Shanghai should prepare systematic investment and financing plan, co-ordinate the supply and demand of capital, build diversified financing system, reform the investment and financing platform and enhance sustainable financing capacity.
