摘要 何谓低碳旅游景区?如何评价低碳旅游景区发展水平?这是一个庞大复杂的系统工程,存在评估因子多、涉及范围广、评估标准难以量化等因素,但这方面研究无疑是景区低碳转型的基础和依据。文章参照联合国可持续发展委员会(UNCSD)提出的驱动力—状态—响应(Driving—Status—Response,DSR)模型,构建低碳旅游景区概念模型。低碳旅游景区不能简单等同于节能减排,而是应该拓展到景区发展阶段、资源环境、减排技术、消费经营和政策理念5个层面上。选取"低碳经济指标、低碳环境指标、低碳运营指标、低碳技术指标、低碳管理指标"构建经济—环境—运营—技术—管理五维综合评价指标体系的理论框架,以期为定量评估低碳景区发展潜力提供参考依据,也为未来低碳景区指标核查、减排项目合作、建立排放补偿系统提供理论指导和技术支持。 What are low carbon scenic spots? How do we evaluate the development level of low carbon scenic spots? This is a huge and complicated systematic project which involves such elements as many evaluation factors, wide sphere of involvement and hard to quantify evaluation criterion. Referring to Driving Force-Status-Response(DSR) model proposed by UNCSD, the paper builds a conceptual model of low-carbon scenic spots. Low-carbon scenic spots cannot be simply equivalent to energy saving and emission reduction, it should be extended to five levels including development stage of scenic spots, resource endowments, technological level, consumptive operation and policy concept. The paper selects low-carbon business economic indicators, low-carbon resource indicators, lowcarbon operational indicators of consumption, low-carbon environment technical indicators and low-carbon policy indicators, aiming to build the theoretical framework of "economy-resource-operation-environment-policy" , "five dimensional" comprehensive evaluation index system so as to provide referential basis for quantitatively evaluating development potential of low-carbon scenic areas and also provide theoretical guidance and technical support for future low-carbon index verification, cooperation in emission reduction items and establishing emission reduction compensation system.
