摘要
文章总结了浙江省地质工作十年改革所取得的主要成绩是:引入了市场机制,增强了地勘单位活力;兴办了技、工、贸一条龙的粘土矿产开发公司,形成了一定的出口创汇能力;发展多种形式的承包经营责任制,促进了地勘单位管理水平提高;积极推行了省地矿机构领导体制改革试点等。文章认为,改革实践中面临的两难选择及地勘单位在改革中存在的短期化经济行为倾向等等,有待在治理整顿深化改革中加以解决。
The reform taken place in Zhejiang＇s geological department over the past decade has made remarkable progress, which are mainly shown by the following achievements: invigorated the geological prospecting units by introducing market mechanism; established the Clay Mineral Develo-pment Company operating with scientific research, production and marketing in a line, thus procuring the capability of earning foreign exchange through export; improved management of the geological prospecting units by imple-menting various forms of contractual managerial responsibility systems; exercised trial structural reforms in provincial geological departments and so on. Problems such as difficulty in making an option between two alter-native ways of development and the tendency of seeking quick profits through short-term actions are to be solved in the deepening of the reform.
