试论开拓闽东南液化天然气市场

A SHALLOW ANALYSIS OF THE OPENING UP LNG MARKET IN SOUTHEAST FUJIAN

福建经济发展态势十分迅猛，１９９８ 年ＧＤＰ增长率为１１ ．４ ％ ，居全国第一位， 闽东南五地市的ＧＤＰ总量占全省７５％ 以上。但福建的能源资源却十分贫乏，缺油少煤，有条件开发的水电资源也即将开发完毕。石油、煤炭长期靠外运调入，运输压力十分巨大，况且福建的环境质量指标容量有限，因此迫切要求改变福建及闽东南的能源消费结构。闽东南今后将建设大型港口燃气电厂和世界级大型石油化工基地， 预测液化天然气（ＬＮＧ） 需求量２０１０ 年将达６５０ 万吨／年以上。利用国外ＬＮＧ 资源开拓闽东南ＬＮＧ 市场符合国情、省情，从用气规模、价格取向、环保要求和可持续发展等方面来看均具有开发利用价值。文中还对如何开拓闽东南ＬＮＧ市场提出几点看法。

The development of the economy in Fujian was very rapid.The growth rate of GDP in 1998 was 11.4%,occupying first place in China and the total GDP of the five prefectures and municipalities in Southeast Fujian accounted for over 77% of the whole province,however,the energy resources in Fujian are very poor:the petroleum and coal are insufficient and the waterpower resources which are of the condition to develop will be immediately developed up.The petroleum and coal have depended on the allocation from other provinces for a long time,making the transport pressure very great.In addition,the capacity of the environment quality index in Fujian is limited,thus,the energy consumption structure in Fujian and Southeast Fujian is urgently necessary to be changed.In Southeast Fujian,the large sized port gas fired power plant and the world level,large sized petrochemical base will be constructed in the future and the forecasted LNG requirement in 2010 will be more than 6.5×10 6T/a.In view of the gas consumption scale,choice of price,environmental protection requirement and sustainable development,utilizing foreign LNG resources to open up the LNG market in Southeast Fujian is in conformity with state and provincial situation and is of development value.The several opinions on opening up the LNG market in Southeast Fujian are proposed in this paper.
