政府间纵向关系的调适是进一步推进行政体制改革的重要内容。弹性化控制是通过对现阶段政府的体制机制、管理方式的调整,不断增加纵向关系中的弹性因素,形成更加具有回应性、灵活性和多样化的纵向政府关系。增强纵向政府关系中的弹性因素关键在于适时调整地方政府的权责配置和运行模式,使地方政府成为权责配置和运行的中心,形成权责配置的"小回路"格局,实现地方政府由"非独立化人格"向"独立化人格"的转换。

The adjustment to longitudinal intergovernmental relations is important to the further promote of the administrative system reform. Flexible control is a government relation which is more responsive, flexible and various. It is necessary to ad- just the government system and management mode to increase flexibility. The key to increase government flexibility is to adjust the configuration of government power and responsibility, to make the local government to get independent status.
