摘要
本文针对承包制的一些问题,按照两权分离原则,结合实际情况,提出应进一步实行承包制的意见,并对承包指标的调整和“层层包、层层分”等问题提出了自己的看法。
In view of some existing problems in the contracted managerial responsibility system the author puts forward suggestions for further developing the system in the light of actual conditions and the principle of separating ownership from management authority. Opinions on readjusting the contract quotas and the allocation of quotas to and distribution of profits at different levels are also expressed.
