摘要
本文认为在地勘单位两轮承包交替之际,总结成功经验,找出问题的症结,进一步完善承包制,是深化地勘单位改革的当务之急。文章还结合冶金地质系统第一轮承包实践,对两轮承包的衔接、承包基数的确定、承包形式、建立健全约束机制、加强精神文明建设等问题进行了探讨。
The essay holds that it is a pressing matter of the moment to crystalize both right and wrong sides of the first-round contracted management in geological prospecting units when the second round is setting in, so as to further improve the contracted managerial responsibi-lity system in the deepening of the reform. Based on the first-round practice in metallur-geological industry, the author discusses such matters as the connection between the first and second rounds of contracting, the setting of contract quotas, the form of contracting, the establishment of a restrain mechanism, and the strengthening of cultural and ideological progress in such units.
