摘要
本文认为目前在地勘单位承包经营中,“大锅饭”问题依然存在,短期行为有进一步发展的趋势,所有权和经营权分离的问题没有很好地解决。其产生原因,从深层来讲仍与地质工作体制有关。文章还探讨了相应的对策。
Vexing problems such as“eating from the big pot”(equa-lized income distribution) and unchecked short-term actions still exists in geological prospecting units in addition to unsolved separation of managerial right from ownership. Improper structural system seems to be the root-causes of these question. Countermeasures are suggested.
