经济发达地区农村合作的组织创新及发展趋势——基于苏州实践的研究

The Organizational Innovation and Development Tendency of Rural Cooperation Pattern in the Developed Regions——Based on the Practical Investigation of Suzhou

经济发达地区农村"三大股份合作"是对传统合作社组织的创新发展。它初步解决了家庭联产承包与适度规模经营的矛盾,权力主体分散与集体经营的矛盾,农民投资意愿强烈与投资效果不佳的矛盾;促进了传统农民向现代公民的有组织过渡,培育了适应社会主义市场经济环境的新农民,提升了农村的市场化程度,实现了农业规模经营,构建了农民持续增收的长效机制,缩小了城乡差距,推动了城乡一体化发展。研究表明"三大股份合作"呈现以下发展趋势:合作形式趋向集团化,合作经营内容多元化,日常运行"去行政化",治理结构现代企业化,组织构成开放化。

The pattern of rural ＂Tripartite Shareholding Cooperation＂ in developed regiuns is an organizational innovation of the t,＇aditional cooperative organization. It initially solves the contradictories in the management patterns that include family-contracting and moderate-scale, and pnwer-scatter in subjects and collective operation. In addition, the strong investing will of farmers and the poor gain of investment is also a couple of contradictory which is also alleviated by the new pattern. Furthermore, the emerging pattern has promoted in a smooth transition from traditional farmers towards modern citizens by the establishment of the system of dual operation at the combination of centralization and decentralization. Meanwhile, numerous traditional farmers have been fostered to be modern farmers who can adapt to the market-oriented economy system of Socialism under this novel pattern. Besides, the degree of rural marketization and the operational seale of farmland is enhanced. In ad- dition, with the construction of long-term mechanism to continue inc.reasing the farmer＇ s income, the gap between rural and urban area is also dwindled, so that the development of urban-rural integration is further promoted. Currently, the tendency of Suzhou rural ＂Tripartite Shareholding Cooperation＂ can be presented in terms of enlargement in cooperative scale, multivariate content in cooperative nmnagement, de-administration in daily operation, modernize in the governance structure, and open the organization structure.
