社会保障:一个并非超越意识形态的领域——社会保障“超意识形态论”批判

Social Security:Not a Field of Beyond the Ideology——Criticize of "Ultra-ideological Theory" of Social Security

流行于西方国家并影响我国部分学者的社会保障"超意识形态论"是一种虚幻的乌托邦。资本主义福利国家不可能超越其阶级本质,所实行的福利政策不过是资本主义国家功能在社会保障领域的贯彻,难以改变社会保障"被支配"的地位和命运。当前,中国正致力于发展中国特色社会主义保障事业,一方面,需要借鉴、汲取西方资本主义社会保障方面的有益经验;另一方面,必须高度警惕其阶级本性和破坏性作用,不能丧失在社会保障领域意识形态的批判视角。

Uhra-ideological theory of social security which is popular in western countries and affects some Chinese scholars is an illusory utopia. The capitalist welfare states could not go beyond their class essence, practicing welfare policies is the im- plementation of the function of the capitalist countries in the field of social security, it is difficult to change its status and fate of being dominated. At present, China is engaged in developing the social security cause of socialism with Chinese characteris- tics, on the one hand, it need to refer to and draw the West positive experiences of social security, on the other hand, it must be guard against their class nature and destructive role, and can not lose critical perspective of ideology in the field of social security.
