20 0 0年煤炭工业工作的主要目标是 :大多数国有大中型亏损煤炭企业扭亏为盈 ,力争全行业实现整体扭亏为盈 ;大多数国有大中型骨干煤炭企业初步建立现代企业制度 ;全国煤炭产量控制在 9亿 t以内 ,社会煤炭库存量压减 1亿 t以上 ,出口煤炭 4 30 0万 t,力争 4 50 0万 t。为此 ,应当把调整结构摆到更加突出的位置 ,加强总量调控 ;要坚定信心 ,努力实现三年改革脱困的目标 ;要坚持眼睛向内 ,引导企业把工作的着力点放到加强内部管理 ,做好自身工作上 ;必须把维护矿区稳定作为头等大事来抓。

The main goals of China's coal industry in 2000: the majority of state owned large and medium sized mines that suffer economic losses should change their situation and come into profit making; modern enterprise system is to be established in most of state owned large and medium sized key coal mines; the national coal output is to be controlled within 900Mt; the national coal stock in the whole society is to be reduced by more than 100Mt; coal export should hit 43Mt and efforts will be made to try to reach the target of 45Mt. To this end, structural readjustment should enjoy more priority to strengthen the overall quantity control. The coal sector should be determined to reach the goal of extricating from the present dilemma through three year reforms. Attention should be directed toward the internal management within the coal sector so that the more efforts are put into intensifying the internal management of coal enterprises. Stability in coal mining areas must receive the primary concern from the leadership.
