1999年我国煤炭经济运行的指导思想更加自觉地运用市场经济理论 ,经济运行行为更加贴近市场竞争规则 ,主要体现在煤炭经济依法运行取得了重大进展 ,煤炭经济结构调整有历史性突破 ,煤炭出口增加上。但是 ,部分企业的盲目生产导致煤矿不合理库存增加 ,国有大中型煤炭企业经营困难重重 ,乡镇煤矿安全生产状况继续恶化等情况又说明我国煤炭经济运行中的某些深层次矛盾还相当突出 ,煤炭经济运行还没有走出低谷。认为 2 0 0 0年我国煤炭经济将比 1 999年所好转 ,稳中求进应该是新的一年煤炭经济运行遵循的重要原则。

The guiding idea for coal economy operation in 1999 is applying the market economy theory more conscientiously and the coal economy operation is executed more inclined to the rules of market competition. This is reflected by the significant headway made in economic operation on the basis of rule of the law, breakthrough of historic bearings obtained in coal economic structure readjustment and increase of coal export. However, some long-standing problems in China's coal economy operation still persist which is reflected by the blind or random production in some coal mines which results in growing unrational coal stocks, worsening difficulty stricken operation of state owned large- and medium-sized coal mines and worsening safety conditions in township coal mines. This shows that the coal economy of China is still at the bottom of its curve. This article thus takes it for granted that China's coal economy in 2000 will surely be better than in the previous year and China's coal economy will be operating in a stable and progressing mode in the new millennium.
