深圳市水源保护区环境与经济协调发展对策研究

Study on the Coordinated Development Strategies of Environment and Economy in Shenzhen Water Resources Protection Zone

水源保护区作为城市中特殊的生态功能区,在承担着重要的供水任务的同时,为保护饮用水源水质,其社会经济发展规模和速度受到严格限制,与周边地区发展水平差距显著。分析了深圳市水源保护区的发展现状,探讨了水源保护与经济发展存在的矛盾及其成因,指出了建立和完善水源保护区生态补偿机制是解决水源保护区保护和发展矛盾的关键所在,并对生态补偿的补偿原则、补偿标准、补偿类型和补偿方式等展开论述,最终提出了落实生态补偿机制的若干建议,以促进水源保护区的可持续发展。

As a special ecological function zone in the city,the water resources protection zones take the responsibility for water supply.However,in order to protect drinking-water quality,the scale and rate of social and economic development have been strictly restrained,which causes the level of development in water resources protection zones being significantly different from surrounding areas.This article analyzes the current development of water resources protection zones in Shenzhen,discusses the existing conflicts between water resources protection and economic development and the causes for such conflicts,points out that the key to resolve these conflicts is to establish and perfect the ecological compensation mechanism of water resources protection zone.The article also makes a discussion on the principle for ecological compensation,compensation standards,compensation types and compensation modes,and finally,several suggestions are proposed to promote the sustainable development of water resources protection zones.
