摘要
利用数据包络分析检验我国31个省、市、自治区医疗行业卫生资源利用效率,并采用曼奎斯特(Malmquist)生产率指数法对全要素生产率进行进一步分解。结果表明技术效率在地区上由高到低呈现"东部—西部—中部"的格局,而规模效率由高到低呈现"西部—中部—东部"格局,说明东部地区卫生资源的投入存在规模不经济现象。我国从2005年到2009年五年间卫生资源全要素生产率均有不同程度的提高,但是主要来自于先进设备的投入,现有卫生技术水平反而没有得到充分的利用。相对于东部省份而言,中、西部地区卫生资源技术水平进步较快,我国各省卫生资源的技术水平存在趋同现象。
This paper uses data envelopment analysis to test resource utilization efficiency in the healthcare industry among 31 provinces,municipalities and autonomous regions in China,and applies Malmquist productivity index method for further decomposition of total factor productivity..The results show that technical efficiency presents "east-west-central" pattern,while the scale efficiency presents "west-central-east" pattern.There is scale inefficiency in the east region.That total factor productivity increases for some degree from 2005 to 2009,but most of the efficiency come from the use of advanced technical equipments instead of the full use of present facilities.Compared with eastern region,Central and western region makes rapid progress in technology utilization,there is convergence phenomenon in the health technology among provinces.
