建设项目取水退水影响的补偿分析

Study on Compensation Analysis of the Effects of Abstracting and Returning Water in Construction Projects

针对建设项目取水和退水影响论证工作中缺乏取退水影响的补偿措施和标准的量化要求,给取退水的影响补偿分析工作造成一定难度。现从节水措施、调整取水口(取水井)位置、供水工程挖潜、补源工程措施四个方面提出取水影响补救措施的制定;从水质处理、新辟水源地两个方面提出退水影响补救措施制定;从为恢复取用水要求的投资费用、受影响的第三方用水户经济损失、对水资源利用和水生态等公共利益的影响三方面提出补偿分析的计算方法,给建设项目取退水影响补救措施的分析和补偿方案的制定提供参考。

For the demonstration of the effects of abstracting and returning water in the construction projects, it is often lack of the quantitative requirements for the compensation measures and standards, which makes it difficult for the compensation analy sis of these effects. This paper proposes the remark measures for abstracting water from four aspects, including the water saving measure, the adjustment of the locations of abstracting well, the tapping potential of water supply project, and the potential re charge measures. In addition, the remark measures for returning water are also illustrated from two aspects：water treatment and construction of new water sources. The calculation method for the compensation analysis is proposed, considering the investment cost for restoring the requirements of water use, the economic loss of the affected third party users, and the utilization of water resources and water ecology. The method can provide beneficial references for the analysis of the remark measures and the es tablishment of compensation proposal of abstracting and returning water in the construction projects.
